Market regulator Securities and Exchange Board of India (SEBI) has proposed additional incentives for new investments from women in mutual funds. The move aims to create awareness and promote financial inclusion amongst women. Only 25% of mutual fund folios are held by women. Given this, incentives for mutual funds distributors who get more investments from women (new PAN) at the industry level have been proposed by the regulator.
The commission proposed for distributors by SEBI is fixed at 1% of the investment amount made by women investors through SIPs (at the fund level), subject to a maximum of Rs.2,000 per investor. The cost of the proposed additional distribution commission which results in financial inclusion, is proposed to be paid from investor education and awareness expenses charged to the scheme.
Mutual funds spend 1 basis point of the daily net assets (within the maximum limit of TER) is set aside by AMCs for investor education and awareness initiatives. SEBI has also proposed that the distribution commission will be eligible to be charged under Regulation 52 (4) of SEBI (Mutual Funds) Regulations, 1996.
As such, in the event of the inflows being redeemed within a period of 1 year from date of investment, the commission must be credited back to the scheme or investor education and awareness fund. As similar incentives are being offered to B-30 investors, SEBI has proposed to AMCs that the women-related incentive be offered only to those cases where B-30 incentives are not given.
This incentive scheme for distributors has been proposed for all schemes of an AMC except for schemes with duration requirement of less than 12 months like say - Overnight Fund, Liquid Fund, Ultra Short Duration Fund and Low Duration Fund.
